Notification – Temporary certification suspension
On 3 June 2025, the European Commission included all air carriers certified in Suriname on the EU Air Safety List following the identification of serious deficiencies in Suriname’s aviation safety oversight system.
In view of these observations, CASAS has been strongly advised to temporarily refrain from expanding the scope of certification and operational approvals until the Authority has restored sufficient technical capacity and strengthened the necessary regulatory, procedural and oversight arrangements.
Accordingly, with immediate effect and until further notice, CASAS has taken the decision to temporarily suspend the following activities:
- Certification of new air operators;
- Addition of new aircraft to the Operations Specifications of existing air operators; and
- Addition of certain new operational authorizations to the Operations Specifications of existing air operators.
This measure is temporary and does not constitute a permanent restriction on the development or expansion of air operators. Applications or requests falling within the categories above shall be deferred until CASAS formally announces that the relevant certification and approval activities have resumed.
The purpose of this temporary measure is to ensure that CASAS does not undertake additional certification or approval activities beyond the level that can presently be supported by its available technical resources and oversight system. Continuing to expand certification and operational authorizations while the underlying deficiencies remain unresolved would mean a continuance of the conditions that contributed to Suriname’s placement on the EU Air Safety List and could adversely affect the State’s efforts to achieve removal from that list.
CASAS is actively working to strengthen its technical capacity, regulatory framework, procedures and oversight tools. The suspended activities will be resumed once they can be carried out in a sustainable manner and in accordance with applicable national requirements and international aviation safety standards.
Existing air operators are expected to continue operating in full compliance with their current certificates, Operations Specifications and all applicable regulatory requirements. This temporary measure does not affect CASAS’s ongoing surveillance, enforcement and safety oversight responsibilities.
CASAS appreciates the understanding and cooperation of all air operators while these corrective measures are being implemented. Formal notification will be issued when the Authority is in a position to resume the activities described above.
