To reinforce our executive and regulatory capabilities, we are seeking a highly accomplished, analytical, and strategic Legal Advisor.

Position Summary

The Legal Advisor is responsible for providing high-level legal support to the Director in policy preparation, policy determination, and policy execution within the organization. Serving as the primary legal resource for the executive level, the official ensures that all organizational policies, national regulations, and international agreements are structurally robust and fully compliant with aviation law.

Key Responsibilities

As the Legal Advisor, your portfolio will include:

• Policy & Legislative Drafting: Evaluating and drafting legislative proposals, legal frameworks, and statutory regulations regarding the policies to be executed by CASAS.
• Safety Oversight & Enforcement: Review inspectorate findings submitted by safety oversight inspectors and advise management on appropriate enforcement actions for non-compliances.
• Legal Counsel: Advising CASAS executive management on a wide range of corporate, administrative, regulatory, and statutory legal matters.
• Regulatory Analysis: Analyzing and interpreting national as well as international legislation and regulations, with the explicit aim of implementing strategic adjustments where necessary and evaluating the long-term effects, risks, and consequences of existing regulations on the civil aviation sector.
• Inter-agency Collaboration: Drafting and editing legal regulations in close cooperation with relevant government ministries, state authorities, and other external agencies.
• Treaties & International Conventions: Assisting in preparing the necessary legal frameworks for Suriname’s accession to international aviation conventions, treaties, and protocols.
• Committee Review & Representation: Studying, analyzing, and providing expert commentary on the outputs and products of technical assistance committees. Representing CASAS, when designated, at conferences and within regional and international organizations.
• Knowledge Management: Ensuring the systematic organization, indexing, and accessibility of aviation legislation, aviation case law, jurisprudence, and related legal documents.

Position Requirements

Desired Qualifications:

• Education: A successfully completed academic Master’s degree in Law (LL.M.).
• Experience: A minimum of three (3) years of professional work experience in a similar position.
• Specialized Knowledge: Proven application and practical experience in international legislation and international law is required.
• Preferred Assets: A post-master qualification as a Legislative Lawyer / Drafter (Master in Legislation / LL.M. Leg.) and/or advanced certification in Air and Space Law is considered a strong advantage.
