Recruitment and Selection Policy

This policy outlines the principles and procedures for attracting, selecting, and appointing new employees at CASAS, ensuring we recruit the “best in their field” to uphold our critical mission in aviation safety.

  1. Objective

The primary objective of this policy is to ensure that all positions within CASAS are filled by individuals who possess the highest levels of knowledge, practical application skills, and interpersonal capabilities.   1. Internal Recruitment Preference

CASAS prioritizes the growth and development of its existing workforce. Therefore, for every vacant position:

  1. Transparent Selection Methodologies

All selection processes at CASAS will be conducted with the utmost transparency and fairness to ensure objectivity and the selection of the most suitable candidates. The selection process will include, but is not limited to, the following stages:

  • Initial Screening: Review of applications (resumes, cover letters) against the defined job requirements and candidate profile.
  • Minimum of Two Recruitment Interviews: Candidates will undergo at least two structured interviews to assess their qualifications, experience, competencies, and fit with the organizational culture. These interviews will involve relevant stakeholders from the department and/or management team.
  • Competency Assessment by External Experts: To ensure an impartial and in-depth evaluation of key skills and behavioral traits, candidates will be subjected to a comprehensive competency assessment conducted by qualified external experts.
  • Medical Examination: A mandatory medical examination will be conducted for all selected candidates to ensure they meet the necessary health requirements for the role and to comply with any regulatory standards applicable to aviation safety roles.
  • Reference Checks: Verifiable references will be sought from previous employers or relevant contacts to confirm the candidate’s professional background and performance.

Application Call: Director / Deputy Director, Suriname Accident Investigation Bureau (SAIB).

Are you an experienced aviation safety professional ready to lead critical accident and incident investigations? The Civil Aviation Safety Authority Suriname (CASAS), in collaboration with the Attorney General, is seeking applications for the Director and Deputy Director roles for the new Suriname Accident Investigation Bureau (SAIB).

This pivotal role serves primarily as the Investigator in Charge (IIC) for all aviation accidents and serious incidents in Suriname. You’ll ensure strict adherence to ICAO Annex 13 standards, focusing on prevention rather than blame.

Key Qualifications:

  • Education: A first-level university degree in aeronautical engineering, operations, or a related aviation field, or a relevant technical aviation qualification (e.g., ATPL, ATC License). Specialized aircraft accident investigation training is essential.
  • Experience: Minimum ten (10) years in aviation-related fields, including at least five (5) years directly in accident and incident investigations.
  • Skills: Strong investigative, analytical, problem-solving, decision-making, and managerial skills. Excellent interpersonal and team-player abilities. Fluency in both Dutch and English is required.
  • Precedence: Candidates with prior experience as a fully qualified Aviation Inspector within a Civil Aviation Authority will have precedence.

The successful candidate will be a key member of the CASAS Management team, empowered with significant decision-making authority in a wide range of administrative and technical areas. A crucial aspect of this role involves effectively coordinating, overseeing, and monitoring the progress of all scheduled and non-scheduled activities, as well as managing work projects within the division.

Key Responsibilities:

  • Plan and administer the Flight Safety Division’s programs to promote safety in all aviation activities.

  • Serve as an active member of the CASAS Management team.

  • Proven experience serving in the position of Senior Inspector or equivalent experience gained within a governmental aviation safety oversight organization.

Key Requirements:

  • Education Level: Minimum of HBO (Higher Professional Education) work and thinking level, with knowledge of business processes and project organization.
  • Knowledge: Expertise in quality systems, methods, and techniques for quality management. A strong understanding and ability to interpret relevant ICAO documents are essential.
  • Experience: At least two (2) years of experience working within a quality management system.
  • Skills: Strong leadership, organizational, and communication skills (both written and verbal in Dutch and English). As an Flight Operations Inspector, you will be the central point of contact between the aviation industry and CASAS. You will ensure that airlines and other aviation organizations comply with the Civil Aviation Regulations. Your tasks will include:

  • Surveillance: Monitoring the operations, training programs, and facilities of aviation organizations.
  • Certification: Evaluating and approving or rejecting manuals, training programs, and operations specifications.
  • Investigation: Leading investigations into incidents, accidents, and complaints, and preparing enforcement reports.
  • Advising: Providing guidance to aviation organizations on policies and procedures to enhance safety.

Required Qualifications and Experience:

  • Current Airline Transport Pilot License (ATPL).
  • A minimum of 5,000 flight hours as a pilot in command of transport-category type aircraft (civil or military).
  • A minimum of five years of experience in an aviation organization, for example, in operational management, as an airline pilot, or as an instructor.
  • Excellent command of both the Dutch and English languages.
  • Advanced computer skills, particularly in the Microsoft Office suite.
  • Professional demeanor, a high degree of integrity, and excellent interpersonal skills.

Minimum core training in:

  • Certification of an Air Operator
  • Surveillance of an Air Operator
  • Accident & Incident Investigation

 

Desirable Qualifications:

  • Flight instructor and instrument check pilot qualifications.

Special Working Conditions:
